Setting Up Ganga Locally

As a follow-up to the Toronto DistributedAnalysisTutorial, we would like to make sure that all ATLAS-Canada members have convenient access to a gLite UI, and can run Ganga to submit jobs either locally or to the LCG or Cronus.
